herewith a copy of a espatch from His Vajesty's

Consul-General at Shanghai containing his obser-

vations on the Governor of Singapore's despatch

to the Colonial Office Mo.376 of the 20th October

on the subject of company legislation in China, a

copy of which has doubtless been received in the

Foreign Office.
